weekly release w_2017_16 failed due to lsstsw@lsst-dev breakage

      Description

      The jenkins node running as lsstsw@lsst-dev used for publishing eups distrib packages is unable to build from current master, thus preventing the weekly release process. Speculation is that some installed products were built from a mixture of the system gcc and devtoolset-3.

            I've moved away the existing "stack" directory and am distrib installing the last weekly lsst_distrib and qserv_distrib releases in an attempt to more or less restore the +<build> version sequences.

            This strategy appears to been successful. The doxygen -> s3 push is still painfully slow. I tried tuning the awscli threads/work queue several times and finally removing all the local past doxygen builds without any appearnt change in behavior.

            The weekly w_2017_16 tag and containers are now published.
