Support double-Gaussian smoothing in detection

      SourceDetectionTask can currently only use a single Gaussian smoothing filter. It should be updated to at least support a double-Gaussian filter with fixed (but configurable) radius and amplitude ratios, and it should ideally also support using the true Psf (if the Psf is a KernelPsf) or a double-Gaussian fit to the PSF image. If we're not fitting, the size should be set by matching the effective area of the PSF (see DM-10321).

      Using the true Psf should be easy to implement, and should be done on this ticket. It may not be useful since our the main Psf classes we use (PsfExPsf and CoaddPsf) are not KernelPsfs. I'll be opening a new ticket shortly for adding a way to make a spatially-varying Kernel that approximates a Psf.

      There is code to fit a double-Gaussian to the PSF image in meas_modelfit, but using that in meas_algorithms would cause dependency problems, and we'd hence need to do some refactoring. That should not be done on this ticket.
