jointcalCoadd needs a unittest to prevent it from breaking other aspects of jointcal change. It will also need to be updated to apply the new PhotoCalibs to an exposure, and also to apply the results to catalogs.

This ticket is to figure out how to test it, and to write those tests. Hopefully there are some tests of other MakeCoaddTempExpTask-derived classes that I can use as a reference.
