On triggering builds, display user and branches on waterfall display

      Description

      On user-triggered builds, display the username and requested branches on waterfall display thus allowing the user to identify their build more easily.

          A concept for the required change to master.cfg is located at: lsst-buildx:~buildbot/master/DM-1065_displaybranch_master.cfg_TBD . It needs to be tested. It passes the branch but not the username in descriptionSuffix - which is displayed on the appropriate buildstep's display.

          Frossie and I have some work to do on the buildmaster.git repo first. Then I can check into a branch for test and review.

          OK. We should make sure that frossie/buildmaster gets combined back into LSST/buildbot (or placed somewhere else) at some point in the near future.

          This is in branch: https://github.com/rallsman/buildmaster (which branched from: https://github.com/frossie/buildmaster).

          It's stacked behind DM-1480 which is "InReview" and DM-1430 "InReview". I'll move This into 'InReview" after those two are merged.

          The branches requested for build are now displayed on the waterfall during the 'Build" step and in the hipchat final status notification.

          As mentioned before, the user name has not been added to the waterfall display. This may be revisted in a new Ticket.

          The user name (acquired from the user provided email address on User-Forced builds) does appear in the hipchat notification line.

          Changes haven't been pushed yet.
