forcedPhotCcd.py fails with the non-existing reference of a barely-overlapping patch

      Description

      Running this forcedPhotCcd command on lsst-dev

      forcedPhotCcd.py /datasets/hsc/repo --rerun DM-10404/WIDE:private/hchiang2/xxx --id ccd=100 visit=32254
      

      fails with

      forcedPhotCcd FATAL: Failed on dataId=DataId(initialdata={'taiObs': '2015-05-26', u'pointing': 1241, 'visit': 32254, 'da
      teObs': '2015-05-26', u'filter': 'HSC-Y', 'field': 'SSP_AEGIS', 'tract': 16822, 'ccd': 100, 'expTime': 200.0}, tag=set([
      ])): Reference {'patch': '2,7', 'tract': 16822} doesn't exist
      

      However, the CCD barely overlaps with that patch. Maybe this could be a non-fatal error?

      I was using the w_2017_17 stack. A plot showing the visit 32254 and the tract 16822 is attached; ccd=100 is on the lower left barely overlapping patch 2,7.

            This is just one case of a more general problem we know we'll have to solve in Gen3. And it manifests differently in Gen3, so this ticket isn't useful anymore.
