Fix "Sigma" and "Err" in schema(s)

      Description

      Find all uses of Err and Sigma in the schemas (cat, SourceCatalogs, ReferenceCatalogs, anywhere else that database schema definitions live) determine if they are correct or not, and fix the ones that are incorrect.

      We probably want to write some code that will convert old RefCats to the new terminology. One might be able to do this with a schema mapper and the butler.

            Updating cat/LDM-153 is not yet done, nor started as far as I know. I had forgotten about this.

            John Parejko, would you like to review one more piece of implementing your Sigma vs. Err RFC? I think this one wore out the search-and-replace chip on my computer. There were a few places where Sigma had been used correctly (DIAObject fluxes and aperture surface brightness measurements), other than those it looks like everything needed to get swapped. The HSC schema already had this fixed.

            This will require an RFC for releasing a new version of LDM-153, which I will batch up with a few other pending updates.

            Thanks John Parejko; merged to master. As I read it, it looks like your RFC now has all the triggering tickets closed and can be marked implemented.
