update eups to 2.1.3 to improve tarball package installation

      Description

      newinstall.sh should be updated to use eups 2.1.3 to reduce the time required to install binary tarballs. lsstsw should be updated at the same time to keep our build envs in sync.

          I've manually tested 2.1.3 working with newinstall.sh for a distrib install on centos 7 via:

          eups distrib install lsst_distrib -t w_2017_23 -vvv

          I'm not going to test a couple set for tarball builds as we don't as of yet have a complete automated mechanism for setting up http distribution.

          lsst_distrib builds of master via lsstsw are still in progress.

          A manual test of lsstsw was able to build py2/centos-6, py2/centos-7, and py3/centos-7. I have merged the PR to updated both newinstall.sh and lsstsw to eups 2.1.3. However, I have some newinstall.sh cleanup work related to in place eups upgrading that I want to attach to this ticket as well.

          A set of misc. newinstall.sh improvements were review on the GH PR's by Adam Thornton and have been merged. The eups update seems to have gone smoothly so I'm going to close this issue out.
