      Description

      Bring the good seeing ImageSelector from the Twinkles branch into the decam_hits repository. Add a goodSeeingCoadd config parameter to use it.

            Review complete. I have suggestions at varying degrees of severity; in particular, I'd like to see the exception handling cleaned up before this gets merged.
