            Migrated SQuadSH API code from the old repo qa-dashboard to the new repo squash-api

            • Enabled Django debug toolbar, which is great for inspect the SQL queries running behind the scenes.
            • Enabled Django admin interface for the SQuaSH API
            • Added search and filtering to the Job API endpoint (most as an example of what can be done)

Django JSON field package needed small chance to run with Django 1.11, it is being maintained at https://github.com/lsst-sqre/django-json-field Enabled Django debug toolbar, which is great for inspect the SQL queries running behind the scenes.
