Implement lsst-texmf as a submodule in LaTeX document cookiecutter templates

      Description

      We're adopting the submodule pattern for lsst-texmf-based LaTeX documents. To implement this with the cookiecutter project generation:

      1. Get cookiecutter to handle submodule setup with a post-generation hook.
      2. Change the Makefile template to use lsst-texmf from the submodule instead of from the Docker container's environment.
      3. Update README with instructions from https://github.com/lsst/lsst-texmf/pull/75
