Update description of packaging of ref_cats for verify_ap

      Description

      We decided to store refcats as tarballs of HTM-indexed fits catalogs in the `ref_cats` directory. Update the README's and add a small example tarball into the directory.

            I assume the "tarball of HTM shards" bit is a requirement imposed by the pipeline? Otherwise, looks good.

            It is the "standard" set up by Simon creating the refcats for the hits2015 data set. I presume that we won't attempt to support multiple formats of reference catalogs? (Meredith Rawls?)

            I think it's reasonable to assume the ref_cats subset Simon made are the standard format the pipeline will expect. As far as I can tell it is in line with the adopted format in RFC-257.
