lsstsw does not provide a mechanism to update the lsst_build clone

      Description

      At present, there isn't a mechanism for an end-user to update the `lsst_build` clone used by `lsstsw`. This could be accomplished by adding additional logic to the `deploy` script or pulling in `lsst_build` as a git sub-tree.
