Fabrice Jammes manually invoked a build-publish-tag build with a git tag of qserv-dev, which was transliterated by the build into the eups distrb tag of qserv_dev.

Per discussion on #dm-square, Robert Lupton has ruled that {{-}}s are OK in distrib tag names.
