      sconsUtils currently depends on eups, (and as far as I understand it, it should not...)

            I think sconsUtils depends deeply on eups as it sets the include and library paths based on setup products.

            If we switched to a link farm implementation this might not be necessary.

            My feeling is that this is basically "Won't Fix", and will be unless we're considering a major architectural change to sconsUtils. Jacek Becla, please reopen if you disagree.
