Switch validate_drp DECam test to use HTM reference catalog

      Description

      As DM-11336 changed obs_decam to use the PS1 catalog in LSST format by default, switch validate_drp DECam test to use HTM reference catalog too.

      The new reference catalog may be added to validation_data_decam
