Fix ZOGY failure when PSFs are offset

      Description

      In DM-10805 we fixed instances where the PSF dimensions between the two images were mismatched, however, this (often) leads to cases where the resized PSFs don't have the same center – in this case, the cross-convolved (PSF matched) images will be offset and the subtraction will be bad.

      This situation happens when the PSF of the template has been warped or is the result of a coadd.

      This needs to be fixed in this ticket.

            A preliminary attempt to fix this has been made by finding the brightest pixel in each PSF and offsetting one or the other until their brightest pixels have the same coordinate.

            PSF dimensions are not an issue in the current ZOGY implementation. The current set of ZOGY considerations are collected under DM-23855.
