Add --show history to command-line task usage docs

      Description

      The command-line task usage documentation in (DM-11253) is missing the -show history argument. In this ticket, add -show history documentation to both the command-line task argument reference and the configuration how-to topics.

      See TODO comments in the lsst.pipe.base docs for suggested insertion points.

            Command line task is deprecated so if this hasn't been fixed yet I suggest we close this as won't fix and worry about the gen3 documentation elsewhere.
