Update minimum versions of numpy, astropy and matplotlib after v14.0 is released

      Description

      Following RFC-379, we need to update the stub packages for numpy, astropy, and matplotlib to use the current versions as minimum versions. We then need to regenerate the conda dependencies for lsstsw so that the versions installed by end users match the new minimums.

      This will happen after v14 is released.

            Current status:

            • lsstsw and newinstall have been updated to use the updated versions.
            • A Community post has been written announcing the change, providing a timeline of end of September for everyone to updated.

            To do:

            • Update the stub packages with the new higher versions
            • Update Jenkins to the new versions
            • Write down the policy that Jenkins must be using the minimum supported versions that are specified in the eups stub packages (I'm not sure yet where that goes)

            John Swinbank someone will have to update any shared lsst-dev installations to ensure they have new enough astropy, numpy, and matplotlib when I go live with the stub package updates next week.

            Please ticket that and block the stub package updates on it. It's pretty unlikely that it'll go through next week.

            Now that the shared stacks have been updated I am going to update the pinned version checks. They work fine on Jenkins. This ticket is technically still in review but I think it has been reviewed quite a lot already. I'll wait a short time in case someone still objects.
