Move jointcal doc to DMTN-36

      Description

      In order to make the jointcal document more readily accessible, I will port the current LaTeX into DMTN-36, using the lsst-tex system.

            Thank you for the review comments. I dealt with all but two (one I pushed upstream to LyX, the other is for a section whose future life I'm skeptical of, so I'd rather not spend time on it).

            Merged (including the removal from jointcal) and done.

            Tim, do you mind reviewing this?

            I did make a handful of changes to the document while I was trying to get it to build (including copying in the parts of index.rst that were worth keeping), but I don't expect you to review the .tex or .lyx files. The dmtn configuration files were copied from a cookiecutter dmtn I made to get the basic framework right: I think I got them all correct, and it does build:

            The change to the jointcal repo was just deleting the files that got moved.
