lsstsw & newinstall.sh should use named conda envs

      Description

      At present, both lsstsw/bin/deploy and newinstall.sh import the conda package set into the default env. This makes it "messy" to update the set of lsst deps in an pre-existing env. This would be alleviated if a named conda env was created for each conda package set ref.
