Use commas instead of carats as separators in command-line ID lists

      Description

      As per RFC-365, switch from carats ("^") to commas (",") as the separator for multiple non-range entries in a --id command-line argument list.

      If possible, leaving carats supporting for a deprecation period should be considered.

            This ticket is now seemingly irrelevant in gen3 and we are not going to change gen2. Jim Bosch I think we can close as won't fix.

            I'm not sure if it's a Won't Fix, an Invalid (duplicate of some Gen3 ticket), or just Done with zero story points.  Whatever makes it easier to call RFC-365 implemented, I guess - I do think we want to do that.

            Marking as won't fix because this is a gen2 discussion and we have a different implementation in gen3.
