add support for selecting conda env by git sha1 to lsstsw

      Description

      lsstsw's bin/deploy script should support select the conda env by git repo sha1 ref, similar to newinstall.sh, in order to facilitate testing multiple environments simultaneously under CI.

            Note that this is also needed to support changing the conda environment while independently working on a release branch.
