travis-ci is unacceptably slow to start builds

      Description

      Travis is taking hours and in extreme cases days to start builds in the lsst org. This behavior is not being observed in other orgs used by DM such as lsst-dm.

          Travis has been reporting a very large number of issues with the OSX infrastructure over the last couple of months. Perhaps the OSX scheduling issues, even though OSX is in the "allowed to fail" part of the matrix in most jobs, is also causing the linux matrix axes to stall.

          Builds for lsst/lsst and lsst/lsstsw seem to be running with much more reasonable latency this week despite travis reporting large backlogs for open source linux builds. Its possible that removing OSX from the matrix had no effect but either way, things seem to be running better.
