newinstall.sh should not preserve EUPS_PKGROOT by default

      Description

      The current behavior of newinstall.sh is to preserve the value of a pre-existing EUPS_PKGROOT in the loadLSST* scripts. This can result in the initial EUPS_PKGROOT becoming "stuck" when an end-user attempts to update their env unless they manually unset EUPS_PKGROOT or use a clean shell env. Eg.

      newinstall.sh -cbt
      source ./loadLSST.sh # defines EUPS_PKGROOT
       
      # rerunning newinstsall.sh to update env
      newinstall.sh -cbt
      source ./loadLSST.sh # original EUPS_PKGROOT value is preserved 
      

      This should not be the default behavior but it may be useful in some cases, so it may be worth adding a cli switch to enable preserving EUPS_PKGROOT.
