      Use SQLAlchemy Core to develop a minimal butler Registry. It should support everything except, subsetting/merging, transfers, general query and graphs.

            Bumping the massively underestimated SP. Noting that the work overlaps quite a bit with much of the full work on the new Butler. Prototype solutions to many of the problems explicitly ticketed were already developed as part of this work.

            I've done a quick review and have looked at the bulk of the code. What I haven't done is attempted to run it or completely internalize the code function yet.
