persist jointcal fitter results files in a butler-friendly manner

      Description

      Jointcal currently writes some text files containing the status of the fitter (e.g. all the measured/reference stars) at the end of the fit. We should standardize these files somehow and possibly make a butler type for them so we can directly persist them.

      The files were always written before, but I'm making the writing a configurable in DM-12310.
