Make jointcal decam unittests not fail factorization

      Description

      The two tests in `test_jointcal_decam` both fail, due to failed factorizations (non-positive definite matrices). This has always been true, but is made worse by the recent changes to improve the chi2 rejection logic in DM-12602. This may require reprocessing validation_data_decam as I don't know if the problem is due to bad initial fits/processing or something else.

      The tests are currently pseudo-disabled with self.assertRaises(), since the code now raises RuntimeError when CHOLMOD fails, but the previously-valid metrics are still in place and most of which should still be valid once this is debugged.

          This will be fixed as part of DM-12918: the fixes to outlier rejection included there also fix decam's factorization failures.
