Add stack_package cookiecutter template

      Description

      Add Sphinx-based stack package documentation boilerplate and documentation to the https://github.com/lsst/templates repo. It was temporarily removed in DM-12674 because some team members thought it was confusing to have material in the template when Sphinx docs weren't fully rolled out.
