## Description

I was trying to use the templates/project_templates/stack_package to bring a new project up to standard when I found that the product installed from git doesn't build cleanly.

The thing that I reported on slack was that while running scons in the doc directory I get warnings:

Generating docs for namespace conf /Users/rhl/LSST/display/matplotlib/doc/conf.py:9: warning: Member _g (variable) of namespace conf is not documented. /Users/rhl/LSST/display/matplotlib/doc/conf.py:11: warning: Member project_name (variable) of namespace conf is not documented. /Users/rhl/LSST/display/matplotlib/doc/conf.py:12: warning: Member version (variable) of namespace conf is not documented.

and the proposal was to ignore this file. That would be better than nothing, but I'd really prefer to be able to use the files in this package as a template for suppressing doxygen warnings like these.

While attempting to reproduce these errors to file this ticket I discovered that I could not run scons at the top level of the package, at least with -t w_2017_32 which is what I happen to have on this machine. While fixing this ticket, please check that the scons runs successfully and without warnings in templates/project_templates/stack_package and file more tickets if appropriate.
