Migrate SQuaSH database to Google Cloud SQL

      Description

      SQuaSH QC Tier 0 database is currently deployed on GKE based on the official MariaDB docker image, see https://github.com/lsst-sqre/squash-db

      Since we are using MySQL 5.7 because of the JSON capabilities we can use Google Cloud SQL instead and benefit from database management, backups and replicas available in the GCP.

            This was done as part of the deployment in DM-12603.

            The squash-db instance was created in Cloud SQL and we applied the necessary configuration in the Kubernetes deployment to connect the squash-restful-api running in GKE to the Cloud SQL instance.
