Update documentation and automatic install script w.r.t. Qserv 2014_09.0 release
I think the expected way to do eups distrib install for qserv is with -t qserv to get that tag, which corresponds with the latest development version. Otherwise, if you want a no-version install command, we'd have to tag qserv with current in the distribution server.
Ok, done. prefix=$PWD is the default for scons.
K-T, I do not care much how it is tagged, we just need to make sure that instructions work correctly with whatever tagging scheme is in use. If -t qserv is necessary to install qserv then it should be in the documentation.
Fabrice, can you fix eups distrib install commands in quick-start-devel.rst? I'm closing review but that needs to be fixed.
