Add logging to LSST the Docs Keeper to enable basic monitoring of the service. Use structlog (http://www.structlog.org/en/stable/) to get JSON-formatted log messages that can be easily parsed by ELK or Stackdriver. Logs will go to stdout so that any log shipper can get them.
