UI inconsistency between table and chart option dialogs

      Description

      In dev, for multi-trace plots, we have now settings dialog that is a popup and i think is better than before.

      But the table settings panel now is still a dialog that is attached to the table component, and retract when it closes.

      I think we should be consistent and make any option dialog a pop-up.

            This dialog vs. popup question really needs to be part of a larger discussion about the direction we want to go for UI style. I think we should apply the FireflyCCB-D label to this ticket, as a result.
