Description
This is from Robert Lupton's input #5 in DM-8409.
Add a control layer for image so user can turn it on and off. It could be useful when the image is very busy to see more clearly the layers of overlay on the image.

We need to understand whether "image is visible" is a property of the image or a property of an image viewer pane or something else.
The difference is most visible if you imagine bringing up a set of images, then clicking on the "single image" button on the viewer toolbar, then bringing up the layer dialog. If I now turn off the "image" layer, and then use the "forward/backward" buttons to change which image is being displayed in the single-image viewer, does the "image" layer come back on for the other images or not?
(As of today neither Vandana nor I are sure what the right answer is, but this choice needs to be made consciously.)
