change to using LSST style index files

      Currently, the validation_data_* packages us a.net style references. We should move to using the modern indexed versions. ci_hsc has already changed over.

            This means that runHscQuickTest.sh in the validate_drp package will not work until this is updated. See that file for an error message that should go away when this is resolved.

            runHscQuickTest.sh needs another change or two besides removing the exit to work (basically making it identical to runHscTest.sh but pointing at ci_hsc instead of validation_data_hsc. I filed DM-21379 to fix it.
