We should enforce that every fittedStar has at least one measuredStar and that each measuredStar in each ccdImage.getCatalogForFit() has an associated fittedStar. The requirement for the checks in fitterBase.findOutliers() that currently result in warnings show that this enforcement is probably necessary.
