Modify Image dropdown to support HiPS

      Description

      The image drop down needs to be modified to support HiPS.  There should be an app option so that this functionality can be turned off and on.

      The image dropdown is in for sections so do the following:

      • Section 1 - Add option 'HiPS - multi order image'
      • Section 2 - when HiPs is select change this to be only "Search" and "URL"
      • Section 3 - change this to have 'Name or Position' and 'Field of View' both of these can be left blank (maybe a help line to say that)
      • Section 4 - Add the HiPS selection table from ticket DM-12555

      Section 4 will probably need a little more work than just added the hips table that might happen in a second ticket.

            Note from Firefly CCB meeting 2018-02-13:

            It is expected that the first-generation HiPS-selection GUI will include a switch between selection from a short list of popular and/or IPAC-endorsed HiPS maps and selection from the full list of HiPS maps registered with CDS.
