Put correct copyright/license headers in all jointcal files

      Description

      Jointcal got caught during the RFC-45 copyright/license uncertainty and many of its files don't follow any of the proposals there. We should get them cleaned up, following whatever standard was finalized in that RFC.

            Lemmie do something with DM-5383 and DM-5382 to help. You can use https://github.com/lsst/verify as an example, though, since I think that implements the intent of RFC-45.

            As Jonathan Sick implies, since RFC-45 isn't actually implemented, it holds no force at the moment — we shouldn't attempt to follow it until the documentation on how to do so is in place.
