      Description

      I'm using commit bdd25c9 on the DM-13768-https-upload branch.

      It would be useful to be able to specify the ellipse with a rotation other than N*90º.  Right now the major axis can (as far as I can tell) only be along either the x or y-axis.

      Note: I am talking about the ellipse I get in the UI tool when I select it from the "Select an area for cropping or statistics" button.

       

      This ticket https://caltech-ipac.atlassian.net/browse/IRSA-1402 has some related issues. 

      We need to check with it before design and implementation.
