Merge Footprints from different bands/epochs

      Description

      The current concept of the deblender assumes that the inputs are

      • A merged set of Footprints that define which pixels are part of the blend
      • A merged set of Peaks within that merged Footprint

      Please generate these merged Footprints (which will be defined in (x, y) coordinates in the tract/patch coordinate system).

            This work has been done on HSC and is ready for transfer to LSST. Relevant HSC issues are:

            Claiming 5 SPs for algorithm development here. Implementation on LSST will be done in DM-533.
