Description

This is the implementation ticket for ~~RFC-459~~. It consists of two parts:

Move exposureId from VisitInfo into ExposureInfo.
Add visitId to VisitInfo, initialized appropriately (best to wait for gen3 butler).

Tripping over this in developing gen3 jointcal: it would be very nice if I could just say `visitInfo.getVisitId()` instead of looking up things from the dataId (which behave quite different in gen2 and gen3).
