            Jonathan Sick, would you please review this? Note that the scope changed significantly as I realized how much work it was to manually convert all the docstrings in a python module. This ticket now includes numpydoc conversions for only assembleCoadd.py.

            Merged after Jenkins passed on all but centos6, due to a known jointcal issue.

            As per discussion with Jonathan Sick on GitHub, the COPYRIGHT file is a stub and will need to be fully updated later.
