Add UI element to Firefly HiPS viewer to allow panning to a named location or coordinates

      Description

      The Firefly HiPS viewer would benefit from adding a UI element that would permit panning the view to a specified set of coordinates or a named location (using the usual NED and SIMBAD name resolvers).

      The UI should accept the same coordinate systems and syntax as the image-search and catalog cone search UI elements (search fields).

      It would be reasonable to also offer the ability, as an option, to set the FoV explicitly, just as for the initial loading of a HiPS map.

      It would be desirable (as a matter of consistency with other setting-modification dialogs) for the current position and FoV to be available in this UI element.

      It would also be desirable to have an option to reset a HiPS map to its default center and FoV, expressed by its metadata parameters (hips_initial_ra, hips_initial_dec, hips_initial_fov) if available.

            This was implemented by IRSA during the "Portal freeze" period.

            The UI accepts coordinates in any form normally used by Firefly - equatorial, galactic, ecliptic, search-by-name, etc.
