We need to go back to a single checkbox to show the HiPS list.  Do the following:

• Make a single checkbox that is application configurable with a default of "IRSA Featured"
• The checkbox should be true.
• When checked do the featured query that will come from application configurable parameters.  The default should be ['IRSA'] 
• When uncheck do the full query that will come from application configurable parameters. The default should be['IRSA','CDS'] with the merge priority a parameter that is defaulted to ['IRSA']
• Update HipsListUril.resolveHiPSIvoURL to pass the default full query with the default server for it table search. It is necessary to make make HiPS IVO => URL resolution work
