Add descriptions for dcr datasets

      Description

      There are a number of dcr-related datasets in obs_base's policy/datasets.yaml and policy/exposures.yaml that need descriptions. See the descriptions that were added in DM-13756 for examples: a sentence or two describing what the dataset is and what might read/write it.

          These changes are a branch off of DM-9615, but I plan to merge them to master after DM-9615 has been merged.
