Add descriptions for fgcm and transmission datasets

      Description

      There are a number of fgcm and transmission curve-related datasets in obs_base's policy/datasets.yaml and policy/exposures.yaml that need descriptions. See the descriptions that were added in DM-13756 for examples: a sentence or two describing what the dataset is and what might read/write it.

          At first I was confused, but I see from the linked ticket that there's the new description field and I'm happy to fill this in for both the FGCM and transmission curves. Though the transmission curves are Jim Bosch's entries, so I've pinged him here.

          I think the ones I added already have comment-style descriptions.  Would you mind just converting those when you do the ones you added on this ticket?
