Get DECam running in lsst_ci and validate_drp again

      Description

      DECam data has not been used in the Jenkins validate_drp job for some time. This ticket is to get that fixed.

      In order to do that, the lsst_verify specs need to be ported to DECam.

            I have fixed this for lsst_ci. The validate_drp version will be done on the linked ticket.
