Description

Logic is described by Jim in https://dmtn-056.lsst.io/operations.html#supertask-pre-flight-and-execution. There are many complications of course, e.g. what is Registry responsibility vs. Pre-flight responsibility. First implementation will likely be sub-optimal and ugly.
