      Description

      Add gen3 conversion to the ci_hsc SCons build and test that we can use a Gen3 Butler to get Datasets put with a Gen2 Butler.

          Pim Schellart [X], lots of fixes here for the ci_hsc Gen3 conversion, including some you discovered first; figure it makes sense for you to review so you'll know what you're getting when you rebase on this.  Running "scons" in ci_hsc will now run the Gen3 conversion scripts and repeat the vast majority of the output validation tests that were already in ci_hsc, now using a Gen3 Butler (with no shim).

          I expect this to land after DM-14191, and I imagine there will be some additional commits on this ticket to both be compatible with and take advantage of those changes.  I don't think that would negate the utility of reviewing what's here, though.
