            I'm not yet changing the obs_ packages to actually use this storage, nor removing the code to read/write boost::persistence storage.  If Jim Bosch wants, that could become one or two more tickets.

            Jenkins has finished on Linux: 28021.

            Overall this looks good. My main requested change is to use TAI, not UTC, to save dates, primarily because TAI is better (no table of leap seconds is needed to understand it), but also because DateTime mis-handles UTC at leap seconds. I'd also suggested some documentation updates on github.

            Changed to TAI, rebased on master, ran on Jenkins (past afw, until a known problem with meas_algorithms), merged to master.
